To perform professional planning work in the preparation and interpretation of the county master plan and other functional and special purpose plans; to provide advice and counsel to local communities on land use planning and zoning matters; to prepare research analyses and reports under the direction of a supervisor; to provide professional services assisting with the implementation of corporate planning initiatives; and to perform related work as required.

  • Conduct research into the economic, fiscal, physical, social and circulatory structure of the county.
  • Perform professional planning and related work in the preparation and maintenance of the master plan, and other functional and special purpose plans, implementing ordinances and programs, policy documents, and special projects.
  • Confer with appropriate individuals in exchanging information on planning, zoning, subdivision control and related activities.
  • Assist with or develop transportation plans, master plans, recreation plans, Brownfield plans, and other studies on a local and regional basis.
  • Develop project-related maps and other graphics using Geographic Information Systems and/or other software programs.
  • Promote public interest in planning activities through presentations to community groups and organizations.
  • Develop and maintain relationships, confer with, and advise local communities as may be necessary.
  • Participate in meetings of the Planning Commission; serve as staff planner to various boards, commissions and committees, advocating for the County Master Plan.
  • Review community master plans, subdivision plans, development proposals, recreation plans, special use permits, rezoning requests and related requests for consistency with local and county land use and special purpose plans.
  • Other duties as assigned.

Work is performed under the direction of the Planning Director or other designee.


Assist with the coordination and supervision of subordinates, technical and clerical personnel assigned to the office as may be designated by the Planning Director or other designated official.


·         Graduation from an accredited college or university with a BS or BA degree in urban planning or a closely related field – geography, resource management, etc.

·         At least three years recent experience in performing responsible planning activities. A Masters Degree may be substituted for one year of the required experience.

  • Well-developed knowledge of the principles, practices, methods and presentation techniques of urban and regional planning, including knowledge of procedures used in the collection, analysis and reporting of technical data and recommendations related to short and long range planning.
  • In-depth knowledge of one or more planning specialization, such as economic development, transportation planning, or environmental planning.
  • Well-developed knowledge of state and local laws and regulations dealing with planning, zoning, subdivision control, transportation, community and economic development, and environmental quality.
  • Knowledge of the use and application of Geographic Information Systems to analyze planning issues and develop various map products.
  • Well-developed knowledge of the principles and practices of capital improvement programming, budgeting and administrative procedures.
  • Ability to compile, analyze and present statistical and technical data and make planning recommendations.
  • Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.    
  • Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.             

·         Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.


·         Ability to demonstrate predictable, reliable, and timely attendance.                

·         Ability to read, write & communicate in English; follow written and verbal instruction and understand basic mathematics and figure checking.              

·         Ability to interpret and apply procedures, rules, technical information, instructions, manuals to complete tasks accurately and on schedule.                                     

·         Ability to learn from directions, observations, and mistakes; and apply procedures using good judgment.                                                                        

·         Ability to use discretion and maintain sensitive and confidential information.     

·         Ability to work independently or part of a team; ability to interact appropriately with others such as County officials, employees, vendors and the general public.

·         Ability to work under supervision, receiving instructions/feedback, coaching/counseling and/or action/discipline.                                             

·         Adaptability to change in the work environment, managing competing demands and ability to deal with frequent changes, delays or unexpected events.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.

·         Normal office hours are from 8:00 a.m. through 4:30 p.m. but may occasionally include overtime, evenings or weekends.

·         Generally works in a normal office environment. 

·         The noise level in the work environment is low/moderate with few interruptions.

·         An employee in this classification may be called upon to attend night meetings at locations throughout the county on a regular or irregular basis.
