Performs a variety of tasks relating to custody, parenting time, change of legal residence, intergovernmental/support matters.  Investigates monitors and enforces court orders relating to custody, parenting time, child support and makes recommendations to the court. Responds to complaints regarding domestic relations cases.  Acts as conciliator to resolve disputes.  Handles interstate matters, including registration in/out of state, enforcement and updates.


·         Conducts informal meetings on custody, parenting time, make-up parenting time, and change of domicile, legal residence or other matters through conciliation or facilitation so as to prevent disputes in an attempt to resolve. 

·         Refers to formal mediation as necessary.

·         Interviews parties, verifies information, and determines if further enforcement action is needed.

·         Provides referee, staff or the court with pertinent information regarding the case.

·         Advises and educates parents on the effects of divorce and the skills necessary to resolve areas of difficulty, including appropriate methods of communication and cooperation. 

·         Regularly confers with parents, attorneys, related agencies and others regarding domestic relations actions to answer procedural questions and to provide case specific information.

·         Confers with divorcing parties and others to discuss Friend of the Court procedures, policies, answer questions and discuss complaints related to domestic relations cases.

·         Responds to inquiries from and communicates with parties, DHHS, school personnel, law enforcement and others.  

·         Investigates, determines validity of claim, gathers, analyzes and makes a recommendation on complaint filed. 

·         Responds to complaint regarding parenting time, custody, schooling matters, out of state travel and more in an attempt to resolve complaints. 

·         Determines if a violation has occurred and schedules case for show cause or other enforcement measures.

·         Assists the court by collecting information from sources such as teachers, schools, law enforcement, social service workers, relatives, child protective service workers and others and presents it to the court, when necessary. 

·         Prepares written report to the court on findings, as required.

·         Appears in court to present case specific testimony on managed cases. 

·         Handles custody and parenting time bench warrants. 

·         Prepares recommendation on warrant disposition, including, fees, time served, suspension, and more. Presents warrants to the court. 

·         Makes referrals to child protective services, psychologists, therapists, school officials and more.

·         Handles escalated and complex custody or parenting time matters received by telephone or in-person. 

·         Diffuses confrontational clients and handles emotional situations. 

·         Investigates pre and post judgment matters on complaints, CPS matters and requests made by the Court. 

·         Serves as liaison with counseling agencies, CPS and other agencies. 

·         Reviews circuit court orders to determine case action and follow-up, including sending requests.

·         Daily operations of the Interstate Unit, including registration of incoming and outgoing cases, enforcement actions and case closure. 

·         Gathers facts on cases by interviewing parties, state agencies and interstate agencies on jurisdictional matters.

·         Locate payers and arrange for service of process. 

·         Responds to account and procedural inquiries from other staff, the court, other counties and/or other states or international governments by researching case specific information. 

·         Maintains assigned case load.

·         Compiles statistics for State reporting, billing and in office statistics. 

·         Other duties as assigned.   



Works under the general supervision of the Friend of the Court and direct supervision of the Mediator/Special Assistant.




·         Bachelor Degree from a regionally accredited college or university in psychology, social work, business, accounting or related behavioral or business degree required.

·         3 to 5 years of previous work-related skill, knowledge or experience is required.  The court at its discretion may consider an alternative combination of formal education and/or work experience.

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.        

·         Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.  

·         Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.   


·         Ability to demonstrate predictable, reliable, and timely attendance.                

·         Ability to read, write & communicate in English; follow written and verbal instruction and understand basic mathematics and figure checking.              

·         Ability to interpret and apply procedures, rules, technical information, instructions, manuals to complete tasks accurately and on schedule.                                     

·         Ability to learn from directions, observations, and mistakes; and apply procedures using good judgment.                                                                        

·         Ability to use discretion and maintain sensitive and confidential information.     

·         Ability to work independently or part of a team; ability to interact appropriately with others such as County officials, employees, vendors and the general public.

·         Ability to work under supervision, receiving instructions/feedback, coaching/counseling and/or action/discipline.                                             

·         Adaptability to change in the work environment, managing competing demands and ability to deal with frequent changes, delays or unexpected events.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.
