The Appraiser III / Assessor is responsible for performing all types of appraisal work; for investigating and appraising personal property, residential, commercial, agricultural and industrial real property; for assisting in the supervision of field staff; for performing the Assessing obligations for local unit contracted thru the County Equalization Director, appraisal methods and procedures, technical data and departmental reports; and for performing related work as required.


·         Responsibilities to include but not limited to; appearance at all Board of Review meetings as a expert in the field, prepare defense for MTT appeals, report to local officials on any issues that may arise regarding the valuation of property.

·         Complete assessment roll for local units who have contracted services thru the County Equalization Dept.

·         Appearance before ALL Boards of Review meetings as a expert in the field of assessment administration.

·         Compile a defense to use for ALL appeals before the Michigan Tax tribunal both Small Claims division and Full tribunal.

·         Meet ALL requirements of STC “Supervision of Roll” definition to insure a properly certified assessment roll.

·         Locate, sketch, measure and photograph personal property, agricultural, residential, commercial and industrial real properties and improvements for appraisal and assessment purposes.

·         Classify buildings according to type and location and determine depreciation and improvement costs.

·         Perform various calculations and use various office equipment as required.

·         Read and interpret land descriptions, make sketches, drawings and graphs relating to assessment data.

·         Contact business firms and individuals, determine costs of fixture, machinery, equipment, furniture, stock and other personal property by observation and by inspection of bookkeeping records.

·         Audit personal property forms.

·         Maintain current data on prices and inventories of merchandise and equipment.

·         Prepare summaries and special reports as required.

·         Determine costs of buildings and improvements and depreciation values; compute assessment values.

·         Assist in the completion of contracted obligations such as re-appraisal, origination/completion, assembling/calculating all supporting documentation.

·         Other duties as assigned.


Work is performed under the general supervision of a County Equalization Director.


The Appraiser III / Assessor may assist in the coordination of field staff at the request of the Director, monitor day-to-day fieldwork, review appraisals on an “as needed” basis while performing Assessing duties.


·         Graduation from an accredited high school or GED required.

·         MAAO Certification by the State Tax Commission/Assessment Certification Division with PPE certificate preferred.

·         Technical courses in real estate appraisal, law and accounting highly preferred.

·         Experience using standard assessing software (i.e. BS&A “The Equalizer”) highly preferred.

·         Considerable knowledge of the principles, laws, methods and practices of appraising the value of land, buildings and personal property.

·         Ability to professionally appear at all Board of Review meetings as a expert in the field, prepare defense for MTT appeals, and report to local officials on any issues that may arise regarding the valuation of property.

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.    

·         Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.             

·         Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.


·         Ability to demonstrate predictable, reliable, and timely attendance.                

·         Ability to read, write & communicate in English; follow written and verbal instruction and understand basic mathematics and figure checking.              

·         Ability to interpret and apply procedures, rules, technical information, instructions, manuals to complete tasks accurately and on schedule.                                     

·         Ability to learn from directions, observations, and mistakes; and apply procedures using good judgment.                                                                        

·         Ability to use discretion and maintain sensitive and confidential information.     

·         Ability to work independently or part of a team; ability to interact appropriately with others such as County officials, employees, vendors and the general public.

·         Adaptability to change in the work environment, managing competing demands and ability to deal with frequent changes, delays or unexpected events.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.

·         Due to the nature of this work, hours are flexible, although normal office hours are from 8:00 a.m. through 4:30 p.m.
