Performs responsible supervisory and administrative functions in the supervision of the Sheriff Department Corrections Division in accordance with the department’s policies and procedures and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.


·         Assume command of the Corrections division at investigations or emergency situations in the absence of the Jail Administrator, Undersheriff and Sheriff.

·         Maintain knowledge of, comply with, and enforce all institutional policies, rules, procedures, and regulations.  

·         Maintain order, discipline, and security in accordance with relevant rules, regulations, policies, and laws.  

·         Communicate to superiors matters of policy violations and other information pertinent to the efficient operation of the Intervention Center.

·         Accurately prepare and maintain all necessary records and file all required reports in accordance with Department policy.

·         Review reports and investigate complaints of irregularities with the jail.

·         Supervise and direct the work of correctional officers and other subordinates assigned to Corrections to ensure the safe custody, discipline, and welfare of inmates.  

·         Review and update post orders annually.

·         Oversee the use of departmental equipment and assure that the use is safe and proper.

·         Conduct weekly sanitation inspection of jail and oversee that the jail meets all the sanitary conditions as required by the Sheriff and the Department of Corrections.  Report to Jail Administrator any substandard conditions found in the facility.

·         Inspect inmate living and activity areas weekly.

·         Oversee Fire Prevention and Fire Safety plan.

·         Properly and accurately inform all subordinate staff in all matters concerning administration changes in policy and operation.

·         Conduct inspections of Corrections Officers and other subordinates assigned to Corrections to insure proper dress and equipment.

·         Coordinate training of staff to maintain state certification requirements.

·         Maintain employee files and conduct reviews as requested.

·         Discuss performance, complaints, or violations with supervisors.  

·         Oversee the activity, health, welfare and safety requirements of inmates.

·         Respond to emergencies and provide first aid or arrange for inmate medical attention.

·         Supervise inmates to ensure compliance with department rules and to maintain an orderly facility.

·         Admit, maintain custody of and discharge inmates according to State and Federal laws. 

·         Review commitment papers, compute discharge date, determine inmate classifications, inmate disciplinary procedures and other inmate functions.

·         Oversee that all rules and regulations regarding booking of inmates, recording prisoner's property and segregation of inmates are met as required by the Sheriff.

·         Oversee that inmates are present for all court appearances and that inmates serve the proper amount of sentence upon conviction.

·         Review all "Use of Force" reports for accuracy and compliance with department policies.

·         Review inmate lockdown status.

·         Designated Security/Key Control Officer responsible for maintaining the "Permanent Issued Keys" log, replacement of any damaged or lost keys, and destruction of any compromised keys.

·         Conduct a weekly inspection of locking devices.

·         Other duties as assigned.



Work is performed under the direction of the Sheriff with direct supervision by the Jail Administrator and other designated command officers (Undersheriff or Captain).


Supervision is exercised over all subordinate Corrections Division employees and inmates committed to the custody of the Sheriff.



·         Qualifications as stated in the current collective bargaining agreement: Candidates for Corrections Lieutenant shall have at least two (2) years of active service in the rank and duties of Corrections Sergeant.  In the event no member of the bargaining unit qualifies for promotion, the Employer may recruit externally.

·         Graduation from an accredited high school (GED acceptable) and graduation from a MSCTC approved local Corrections Academy required.

·         Associate’s degree with a major in Criminal Justice or a closely related field preferred.

·         Ability to manage sensitive issues independently and work under stressful conditions.

·         Considerable knowledge of applicable federal, state, local and/or County policies, procedures, and regulations, departmental rules, collective bargaining agreements and Michigan Department of Corrections regulations.

·         Ability to physically and verbally control disruptive inmates.

·         Ability to deal effectively with complex human behavior problems.

·         Ability to maintain composure in difficult situations, and act quickly and calmly in emergencies.

·         Ability and willingness to enforce laws, rules and regulations with firmness and tact.

·         Proven knowledge of modern corrections science and administration.

·         Manage and direct departmental operations, including budgeting, strategic planning. Knowledge of and interpret applicable federal, state and local regulations. Develop, apply and explain department and County procedure and policies. Plan and coordinate work staff activities, prioritize, instruct, set deadlines, objectives, measure success, and make recommendations and resolve issues. Methods of research, planning, conducting and implementing major studies or projects. Design and recommend new forms, reports or procedures. Ability to understand and work in complex data processing system, analyze data and exercise sound financial judgement. Analyze administrative problems, evaluate alternatives and implement sound solutions. Prepare and present reports, speeches or training programs to groups. Provide training and guidance in handling difficult or complex problems or resolving escalated complaints or disputes. Work independently with limited direct supervision. Coordinate activities with other departments.      

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgement and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.           

·         Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.             

·         Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.                   


·         Ability to demonstrate predictable, reliable, and timely attendance.                

·         Ability to read, write & communicate in English; follow written and verbal instruction and understand basic mathematics and figure checking.              

·         Ability to interpret and apply procedures, rules, technical information, instructions, manuals to complete tasks accurately and on schedule.                                     

·         Ability to learn from directions, observations, and mistakes; and apply procedures using good judgement.                                                                      

·         Ability to use discretion and maintain sensitive and confidential information.     

·         Ability to work independently or part of a team; ability to interact appropriately with others such as County officials, employees, vendors and the general public.

·         Ability to work under supervision, receiving instructions/feedback, coaching/counseling and/or action/discipline.                                             

·         Adaptability to change in the work environment, managing competing demands and ability to deal with frequent changes, delays or unexpected events.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.      


Throughout employment, and as a condition of continued employment, the incumbent must maintain satisfactory personal qualifications (including but not limited to: good moral character, mental fitness and physical ability):

      Good moral character as determined by a favorable comprehensive background investigation.  The background investigation is understood to encompass all forms of pre-employment screening, including but not limited to: drug screen, physical, criminal background, driving record, sex offender registry, education, training and licensing verification, credit check, school and employment records, home environment, personal traits, integrity and professional and personal references.  Consideration will be given to all criminal and civil law violations as indicating a lack of good character. 

      Physical ability by successfully completing the Michigan Sheriffs’ Coordinating and Training Council (MSCTC) Local Corrections Officer Physical Ability Test (LCOPAT).  

      Mental fitness as determined by an evaluation by a licensed health care professional which demonstrates that the candidate is free from mental or emotional instabilities which may impair the performance of the essential job functions.

      Possession of a valid State of Michigan Operator’s License and maintains eligibility to drive as per the County’s driving policy and the Sheriff’s Office policies and procedures.

·         A familiarity with firearms and possession of a Concealed Pistol License (CPL).  Incumbent who is authorized to carry a firearm on duty shall qualify with said weapon annually. 

      Possession of a valid CPR, first aid and AED certification

  • Maintain professional knowledge or certifications and complete required training as mandated by the department and state regulations.

·         Good physical condition which will mean the fitness to be able to apprehend, and the ability to exert the force necessary to subdue and control individuals who require physical intervention.

·         Use hands to operate a computer, handle materials and operate equipment such as but not limited to: duty weapon, taser, handcuffs.

·         Facility operates on a seven (7) day per week, twenty-four (24) hour per day schedule. This position may require irregular hours and work schedules will include nights, weekends, holidays and unanticipated overtime. 

·         This position involves contact with people harboring potentially communicable diseases and is frequently at risk to exposure from bodily fluids.  Tasks require the use of Personal Protective Equipment such as gloves and hand sanitizer.

·         The noise level in the work environment is moderate with many interruptions.

·         Work involves an element of risk in the event of a breach of security.
