Title: County Veterans Service Officer

Under the supervision of the Director, interviews, counsels and assists veterans and/or their dependents obtaining assistance to which they are entitled.


·         Interviews, and counsels veterans and/or their dependents for the purpose of obtaining benefits available to them through federal, state and/or local legislation and from private organizations.

·         Prepares, presents and prosecutes claims, arguments and appeals as per federal and state statutes on behalf of veterans and/or their dependents. 

·         Researches, interprets and implements changes in laws pertaining to veterans and/or their dependents.

·         Deciphers medical statements regarding physical and mental diseases, along with disabilities that are presented for initial claims, and/or appeal action to the Department of Veterans Administration, military, state and local agencies on behalf of Veterans and/or their dependents.

·         Engage with Veteran Organizations within Community to include representing Veterans Affairs at events outside office when requested.

·         Speak on behalf of Veterans Affairs at veteran groups and public events on benefits and programs available to veteran population.

·         Correspond with appropriate agencies in order to secure documents to properly submit claim for veteran.

·         Responsible for accurate and detailed documentation of any case related activity and ensuring it is uploaded into veterans file.

·         Responsible for drafting and maintaining accurate records and reports as assigned by the Director.

·         Exercise judgment in addressing the media and inquiries by the public utilizing a courteous and professional demeanor.

·         Ensures Privacy Act laws and adheres to with regard to personnel and client files, having access to confidential and highly sensitive information.

·         Researches federal, state and/or local laws and regulations and interprets their effect on benefits which veterans may be entitled to receive.

·         Interviews, counsels and provides technical assistance to veterans and/or dependents in filing their applications and appeals for pensions, compensation, education, dental and medical care, burial allowances, insurance benefits, financial relief applications and other available veterans benefits.

·         Conducts Jail visits to assist veterans that cannot come to the office to file for veterans benefits and do not have an individual or agency to act as a liaison.

·         Researches and assist in the development process in an effort to assist the veteran and/or dependents to obtain all federal and state benefits entitled.

·         Investigates and examines prior claim decisions made by the agency of primary responsibility and reviews findings and decisions for grounds for appeal.

·         Prepares all required documentation and appropriate and thorough arguments citing the Code of Federal Regulations Title 38.

·         Monitors changes in VA regulations and applicable legislation to ensure the accurate delivery of benefits and services.

·         Advises veterans and/or their dependents on the services and benefits available to them through the Veterans Affairs office and/or refers them to the proper outside agencies when applicable.

·         Correspond with appropriate agencies in order to secure affidavits, certificates and other required documents to properly submit necessary documentation for clients to the Veterans Administration and other agencies.

·         Acts as an advocate, and as a liaison with federal, state and local agencies on behalf of the veterans and their dependents.

·         Represents the Veterans Affairs Office at veterans’ service organization meetings, private groups and/or citizens interested in veterans and their needs.

·         Acts as an agent for the soldier’s relief and authorizes assistance to veteran and/or their dependents in need.

·         Acts as an agent and supervises the Michigan Veterans Trust Fund program in efforts to assist veterans and/or their dependents that are in need of emergency financial assistance.

·         Assists in the development and implementation of Department policies and procedures and supervises daily execution of veteran’s services in accordance to department policy & procedures in the absence of the Director.

·         Facilitates and coordinates the transportation program for disabled veterans to and from VA authorized medical facilities. 

·         Attend or facilitate community events.

·         Other duties as assigned.

Work is performed under the general direction of the Department of Veterans Affairs Director.



·         It is desirable that applicant be a veteran of the United States Armed Forces and have discharge under honorable conditions from their last period of service.

·         Possess a Bachelor’s Degree from an accredited college or university with a major in Sociology, Psychology, Business Administration or a closely related field;

·         1-3 years of experience in a related field.

·         Ability to obtain Accredited Benefits Counselor within first year of employment.

·         Must maintain accreditation throughout employment.

·         Knowledge of local veterans’ groups, community agencies and resources.

·         Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.  

·         Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.  


·         Ability to demonstrate predictable, reliable, and timely attendance.                

·         Ability to read, write & communicate in English; follow written and verbal instruction and understand basic mathematics and figure checking.              

·         Ability to interpret and apply procedures, rules, technical information, instructions, manuals to complete tasks accurately and on schedule.                                     

·         Ability to learn from directions, observations, and mistakes; and apply procedures using good judgment.                                                                        

·         Ability to use discretion and maintain sensitive and confidential information.     

·         Ability to work independently or part of a team; ability to interact appropriately with others such as County officials, employees, vendors and the general public.

·         Ability to work under supervision, receiving instructions/feedback, coaching/counseling and/or action/discipline.                                             

·         Adaptability to change in the work environment, managing competing demands and ability to deal with frequent changes, delays or unexpected events.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.

  • Prior to starting employment, the candidate must complete a satisfactory background check.  The background check is understood to encompass all forms of pre-employment screening, including but not limited to: drug screen, physical, criminal background, driving record, sex offender registry, education, training and licensing verification, employment history, credit check, and professional and personal references.
  • Must possess a valid State of Michigan operator license and maintain this license throughout employment in this position.

·         The employee typically works in office conditions.

·         The noise level in the work environment is moderate with minimal interruptions. 

·         Due to the nature of this work hours are flexible, although normal office hours are from 8:00 a.m. through 4:30p.m.  However, an employee in this classification may be called upon to work irregular hours including evenings, weekends and holidays.
