The Friend of the Court is responsible for the overall management of the administrative functions of the Friend of the Court, including financials, budgets, grants, personnel, policies and procedures, enforcement, collections, investigations and ensures performances are in compliance with State and Federal laws.  Develops and implements policies, procedures and programs to improve court services.  Carries out all duties as directed by statute, court rule and specific court orders.


·         Directs activities of all Friend of the Court staff. 

·         Is responsible for personnel management and labor relations functions, including hiring, orientation, training, assigning work, evaluating performance, promotions, grievances, disciplining and termination. 

·         Assesses departmental operations and directs work flow, staffing levels, facilities and equipment.

·         Develops and implements departmental policies and procedures in accordance with state, federal laws and policies. 

·         Performs policy research and development, produces statistics and reports on operations, develops short and long-term goals and plans and exercises authority to carry out those plans. 

·         Prepares and presents annual budget, monitors and authorizes all expenditures and works with county, state and federal officials on budget and related financial matters.

·         Analyzes budgetary and resource needs, makes recommendations for improvements, and implements change.  Monitors operational costs and makes recommendations for increasing efficiency. 

·         Prepares implements, administers and monitors various state and federal grants. 

·         Submits reports for maximum financial reimbursement to the County. 

·         Prepares and compiles various statistical and financial reports for the courts, county, state and federal agencies. 

·         Oversees the information processing system for the Friend of Court, including reviewing and approving requests for changes in system programming, request for system access and initiating system updates in response to processing changes. 

·         Ensures compliance with directives and regulations from Federal and State Department of Health and Human Services. 

·         Oversees case flow management ensuring cases are processed in accordance with guidelines. 

·         Coordinates with court staff, judges and others to ensure timely flow.

·          Coordinates and oversees the conducting of hearings and conferencing by staff, ensures case outcomes are in accordance with law. 

·         Monitors jail inmate population and releases and coordinates with the court and jail as required. 

·         Manages the accounting system and ensures collections and disbursements are processed as required; ensures financial controls conform to the standard accounting practices; resolves collection, disbursement and accounting discrepancies. 

·         Administers enforcement matters as it relates to LEIN procedures, issuance of warrants, show cause hearings and policies and procedures related to enforcement in accordance with law.

·         Directs all Friend of Court reports, recommendations, investigations on domestic relations matters, including but not limited to child support, spousal support, child care, medical, custody, parenting time, change of domicile/residence and ensures said are in compliance with applicable court rules, statutes, judicial directives and procedures and policies.

·         Oversees all mediation, conciliation and alternative dispute resolution including maintaining statistics, preparing reports and initiating change to improve customer service. 

·         Designs and implements new programs to enhance customer service needs.

·         Administers special project assignments and/or delegates to staff. 

·         Set department goals and objectives, measure success and generate and present status reports.

·         Meets and confers with chief judge on department matters.  Serves as liaison to county officials, local bar association, state and federal agencies, legislators, community agencies, news media, and other agencies and organizations. 

·         Explains office policies and procedures, discusses legislation, and addresses grievances filed. 

·         Stays abreast of legislative and regulatory developments, new administrative techniques and current issues through continued legal education and professional growth.  Informs the court and legal community of changes and impact to services.  Attends conferences, workshops and seminars as appropriate. 

·         Implements current IRS, Federal, State and local laws and County practices and procedures.

·         Serves as a domestic relations attorney referee, when required.

Works under the direct supervision of the Chief Judge and appointed in accordance with the Friend of the Court Act (MCL 552.501 et. seq.; MSA 25.176(1), et. seq.).


Supervises all Friend of Court personnel. 


·         Juris Doctorate degree from a regionally accredited law school; license to practice law in the State of Michigan and in good standing in the Michigan Bar Association required.

·         More than 5 years of extensive skill, knowledge or work-related skill with practicing experience, referee experience and/or coursework in domestic relations required.

·         Family Law Certificate through the Institute of Continuing Legal Education (ICLE) preferred.

·         Thorough knowledge of the principles and practices of the State of Michigan Friend of the Court system, procedures, statutes, mediation and conflict resolution, and the conducting of legal research.

·         Considerable knowledge of domestic law, ancillary law as it relates to domestic cases, court policies and procedures, preparing and interpreting legal documents, and applicable local, state and federal laws, rules and regulations.

·         Manage and direct departmental operations, including budgeting, strategic planning. Knowledge of and interpret applicable federal, state and local regulations. Develop, apply and explain department and County procedure and policies. Plan and coordinate work staff activities, prioritize, instruct, set deadlines, objectives, measure success, and make recommendations and resolve issues. Methods of research, planning, conducting and implementing major studies or projects. Design and recommend new forms, reports or procedures. Ability to understand and work in complex data processing system, analyze data and exercise sound financial judgment. Analyze administrative problems, evaluate alternatives and implement sound solutions. Prepare and present reports, speeches or training programs to groups. Provide training and guidance in handling difficult or complex problems or resolving escalated complaints or disputes. Work independently with limited direct supervision. Coordinate activities with other departments.

·         Complex accounts receivable/payable practices, banking procedures, third party billing and private pay processes.  Proficient in accounting software, i.e. Bi-Tech or One Solution. Ability to reconcile financial reports or records; process department payroll; prepare and reconciled journal entries; purchasing procedures. Knowledge of accounting principles, audit standards, budgeting; annual financial reporting; and IRS practices for Federal, State and Local. Knowledge of liability coverage and claims procedures.         

·         Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.

·         Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.                       

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.    



·         Ability to demonstrate predictable, reliable, and timely attendance.                

·         Ability to read, write & communicate in English; follow written and verbal instruction and understand basic mathematics and figure checking.              

·         Ability to interpret and apply procedures, rules, technical information, instructions, manuals to complete tasks accurately and on schedule.                                     

·         Ability to learn from directions, observations, and mistakes; and apply procedures using good judgment.                                                                        

·         Ability to use discretion and maintain sensitive and confidential information.     

·         Ability to work independently or part of a team; ability to interact appropriately with others such as County officials, employees, vendors and the general public.

·         Ability to work under supervision, receiving instructions/feedback, coaching/counseling and/or action/discipline.                                             

·         Adaptability to change in the work environment, managing competing demands and ability to deal with frequent changes, delays or unexpected events.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.
